This guidance is aimed at businesses and organisations that sell or give away single-use plastic products and local authorities (councils) in Wales. The guidance explains the main provisions of section 5 of the Environmental Protection (Single-use Plastic Products) (Wales) Act 20231 (EPSPPA) and the Environmental Protection (Single-use Plastic Products) (Civil Sanctions) (Wales) Regulations 2023 (EPSPPR). It sets out the new offences relating to the supply of a number of single-use plastic products and the powers available to local authorities in Wales to address non-compliance with the new offence.

The guidance explains the main provisions of section 34D of the Environmental Protection Act 1990 (as amended) and the Prohibition on Disposal of Food Waste to Sewer (Civil Sanctions) (Wales) Order 2023. It sets out a new offence relating to the disposal of waste food to sewer and the enforcement powers available to councils in Wales to address non-compliance with the new offence.
