Carbon and Biodiversity Considerations in Business Cases

Welsh carbon emissions continue to rise – at odds with the carbon reduction pathways and 2030 net zero commitments made by Welsh Government and Welsh councils. At the same time, the biodiversity that underpins our food chain and wider economic system is in rapid decline. Welsh wildlife has decreased on average by 20% since 1994 and nearly 1 in 6 Welsh species are threatened with extinction (State of Nature Partnership, 2023). 

 

Through their activities or decisions councils have an impact on emissions and biodiversity. The Well-Being Impact Assessments do help councils to evaluate the impacts of their projects, but they do not provide an in-depth evaluation, nor do they provide project leads with the necessary tools to ensure that carbon and biodiversity are considered as part of the development of any project. 

 

Our strategic guide, developed in partnership with Ambition North Wales, brings together key frameworks, planning logic, industry recognised methodologies and best practice with the aim of ensuring that carbon and biodiversity are considered consistently and as early as possible in the project development lifecycle. It is about changing mindsets, managing costs and risks through project development for better climate and nature outcomes, ensuring councils meet their statutory duties, and busting the myth that projects with better carbon and nature outcomes cost more!
